USGS Resumes Consolidation and A-76; MAPPS Members briefed May 4 in Reno
MAPPS was briefed by Kari Craun with USGS in Rolla, Missouri, on May 4th at the MAPPS Member-Guest Breakfast. Ms. Craun gave members and guests insight into the background of the USGS consolidation and the competition-sourcing schedule. Kari Craun's Ppt
The USGS has been cleared to move forward with two major transformation activities: a proposal to establish a National Geospatial Technical Operations Center (NGTOC), which will consolidate the USGS’s contract and in-house geospatial activities from its Reston, VA, Rolla, MO, Denver, Co and facilities to a single center in Denver has been granted a green light to proceed. The consolidation was announced last year, but was held up due to an investigation by the Interior Department’s Inspector General. That investigation was requested by members the Congressional delegation, who believed would have been a preferable location for the merged facility. The IG report determined USGS did not break the law in studying the consolidation and deciding on the proposed move to Denver. View Report of Findings
USGS is also proposing to conduct an OMB Circular A-76 competitive sourcing, public-private competition to potentially outsource to the private sector a significant portion of the USGS’s geospatial activities. The A-76 was suspended pending the IG report on the NGTOC. It is now back on track. A pre-solicitation notice has been issued.
