The U.S. Geological Survey National Geospatial Program (USGS-NGP) publically released its Lidar Base Specification Draft Version 13 at ILMF in March 2010, and officially published Version 1.0 in early 2012. At about the same time, the National Enhanced Elevation Assessment (NEEA) study was published, citing lidar as the most appropriate data for the lower 48 states, and launching support for a national lidar program. The NEEA study identified three Quality Levels (QLs) of lidar data: QL3 reflects the current specification; QL2 increases accuracy and point density; and QL1 increases the point density even further. The USGS-NGP responded by forming the 3D Elevation Program (3DEP) which evaluated the NEEA cost/benefit ratios and selected QL2 data as the goal for a national collection.

Because the current specification predates the NEEA Study and the 3DEP, updates are required to realign it with the new quality targets. The QL definitions set forth in the NEEA Study provided only a general idea of data density and accuracy, not full specifications for collection and delivery. The Lidar Base Specification Version 1.1 will provide those details, corrects several other deficiencies, and incorporates recent industry and technology advances.

This presentation will review the changes from version 1.0 to version 1.1, preview further revisions that are anticipated for version 1.2, and provide attendees an opportunity to have questions about the revised lidar specification answered.
