Qualifications Based Selection (QBS) has been the "holy grail" of MAPPS since its founding thirty years ago. Selection of firms for public contracts on the basis of competition on demonstrated competence and qualifications, rather than awards to the lowest bidder, has been a constant in MAPPS. In our recent legislative survey of the membership, two issues dominated the members' priorities -- (1) fighting government competition with the private sector and advocating, and (2) promoting compliance with and enforcement of the "Brooks Act" QBS law and regulations.

The MAPPS Board has been deeply involved in this issue for some time. If you attended the 2011 Winter Meeting, you heard a presentation by MAPPS Director Mike Tully (Aerial Services, Inc., Cedar Falls, Iowa) on developing an independent government cost estimate for contract negotiations.

It is the view of the MAPPS Board that one of the reasons there is resistance to QBS on the part of government employees is a lack of training and education on independent government estimates. In order to fill that void, under the direction of the MAPPS Board, Mr. Tully has taken the lead in developing this document to help provide education our government counterparts on coming to the table for contract negotiations with adequate knowledge to come to a fee that is "fair and reasonable to the government", as the law requires.

Please review the document (in the forum) on developing an independent government cost estimate for negotiation of a geospatial services contract. This is still a draft, pending final review by MAPPS members.

You will notice that the document does NOT include fee curves, suggested pricing or other financial information. Rather, it is like a pilot's pre-flight checklist or a star-based restaurant review. The document is intended to provide a government official a list of factors to consider when developing an independent estimate for negotiations.

This document has been reviewed by trusted individuals in NOAA, USGS and USACE.

Once this document has been reviewed by the MAPPS membership, the Board of Directors will implement a program of workshops, tutorials, short-courses and other mechanisms to help improve the body of knowledge among government officials who contract for geospatial services.

Using the features of the new MAPPS web site, we are hosting an online discussion for review, comment and suggested edits to this document.
