Making America Prosperous (MAP) Act / Imagery for the Nation (IFTN)

The Imagery for the Nation (IFTN) is a concept to provide a sustainable and flexible nation-wide imagery program to meet the needs of government at all levels. IFTN would take advantage of existing programs that acquire imagery for Federal purposes. These programs include the  U.S. Department of Agriculture (USDA) National Agriculture Imagery Program (NAIP) and a joint effort between the National Geospatial Intelligence Agency (NGA) and the U.S. Geological Survey (USGS) to conduct the Urban Area Imagery Partnership (UAIP).  This initiative aims to integrate these efforts with state, tribal, regional and local government imagery programs to supply a complete, standard, and comprehensive national coverage. Federal guidelines, established in OMB Circular A-16, identify orthoimagery as a data theme of national significance and include it in a list of core sets of  digital spatial information that require development, maintenance, and dissemination.

MAPPS has been supportive of the concept but continues to advocate the following:
  1.  Assuring that contracts for IFTN data acquisition and ortho processing services be awarded via a qualifications based selection (QBS) process;
  2. Assuring that such commercial services are performed by contract by the private sector and that IFTN funds are not used by government agencies to acquire or operate equipment to perform data acquisition and ortho processing services in a manner that results in government duplication of or unfair competition with the private sector; and
  3. That a strategy for small business participation be developed.

MAPPS Reaffirms Support of IFTN Concept, Urges Resolution of Issues (August 2009)

In August 2009 MAPPS has reaffirmed its support for the concept of an Imagery for the Nation program, a position first taken in 2006, and renewed its call for resolution of outstanding issues. In an August 4, 2009 letter to Acting FGDC Chairman Karen Siderelis, MAPPS President Jeff Lovin indicated that MAPPS and the National Geospatial Advisory Committee have both sought decisions by the Federal Government so that IFTN can move forward and be funded and implemented. The letter reflects discussions conducted by the MAPPS Board of Directors on Cape Cod in June.
