In 1999 I attended a US Army Corps of Engineers course at Jacksonville District wherein 5 private sector professionals (photogrammetrists etc.) were permitted to train alongside Corps of Engineers personnel to learn about government contracting.

We exchanged roles (private became government and vice-verse) in various scenarios to learn how each other thought and spoke, how each understood regulations and this program gave time for interacting and building trust as teammates in learning environment.

This was a valuable program and more such programs with Federal Agencies and The Private Sector could possibly assist in shortening contracting times. Not speaking the same language, understanding expectations and requirements and a lack of trust and respect complicate contract negotiations and add to the length of time choosing a professional services provider.
